This was the case last time around as well. Part of the reason for this that FIFA awards some WC referee slots on the basis of geography, not on their abilities. This is why you have a referee from Singapore, who has never officiated a match at a level this high. It is too bad, because the officials have been one of the few dark spots in an otherwise enjoyable WC.
I'm not surprised that the Ukrainians won a penalty kick through diving. I watched them play at the Euro under 21 championships and they were, along with France, far and away the dirtiest, most divingest team out there.
