Simple he had a hold of the shirt. If he keeps his hand out without grabbing the shirt it's a no call or a Balotelli dive. Grab the shirt in the open field like that and it's a foul; inside the box, a penalty. It's too bad for van der Hoorn but that's life in the big leagues as they say.
A more convincing argument is that Balotelli had no chance to play the ball at all irregardless of what van der Hoorn did or did not do as he was shielded away from the ball.

They had their hands on each other, but I agree the ball was heading to Cilesse, Van der Hoorn didnt need to do much, it was unnecessary. But I have faith in him

From what i've read the 'foul' was advised by assistant who is standing near the keeper. From his perspective it looked like Pennotelli was held.
It was for sure a dive and we'll never be awarded a penno like that (especially in CL) but technically Mike held the player.
